Can a parent cost field summarize only FILTERED cost data?

For parent tasks, when I'm looking at filtered data (not all tasks visible) I
want to see a summary of cost for only filtered data. Currently, I get a
cost sum of ALL tasks, whether they are visible or not. I'm using custom
costs fields.

Danna,
Remember the Summary line (parent) information represents all subtasks,
not just a selected group. You can get the information you want but you
won't be able to do it with a formula in a custom field, at least not
without using some clever techniques. The only way I can think of to get
what you want requires the use of an advanced feature of Project, namely
VBA. At least that's my assessment. Perhaps someone else has a different
approach.

Instead of using filters, try the Grouping feature :
Project / Group by / More Groups...
