Can I determine if an email address has been blocked by the admin.

Using outlook 2002, can my administrator block me from sending email messages
to a certain address? If so, how can I bypass this?

Exchange server? Yes, the admin can - to bypass it you'll need to use
another email service, you can't do it using outlook and your exchange
account.
