Can I force bigger fonts in image tooltips?

Using FrontPage 2000, I've built a page with several
images and am unhappy with the tiny text in the image
tooltips. What is the easiest way to force the tooltips
to display the text in a larger font?

Ideally, I'd like to change the tooltips' background color
and other features, as well.

No, not when using the HTML alt attribute but yes, when scripting
your own solution and using CSS.
