Can I make a personal postage stamp album using Publisher?

Can I use Publisher to create my own personal postage stamp album with
bordered boxes to mount stamps in and with descriptions of stamp mounted
beneath each box?

Sure you can. You'll have to have some idea of layout before you get
started. Plus if you're going to use scrapbooking paper, you may need to
make sure your printer can handle that size. I don't do scrapbooking but
aren't the sheets 10" x 10"? My printer can only handle up to an 8½" wide
sheet.
