Can I manually create a Public Documents Site?

I have been trying unsuccessfully for 2 days to get this to work and I'm so
close. I just need to be able to create a public documents site and the WSS
Config Wizard won't do it.

Environment:

2 servers, one running ProjectServer and WSS and the other running SQL SP4
(Note SP4, not SP3).

Successfully installed WSS and Project Server and created a brand shiny new
site, with Risk, Issues, docs and public documents. Note initial install
failed repeatedly until I went back to SQL SP3, installed and then applied
SP4. Since then deinstall and reinstall seem to work.

I have a pilot site that's worked for ages (with SQL SP3) so I backed up the
databases and restored them into my new SQL server. Ran EDITSITE and
successfully created a new project server site. I couldn't do Sharepoint in
the same step - got an error "An unhandled exception has occurred in a
component in your application....File or assembly name Interop.MSXML2or one
of its dependencies was not found.

OK. At least I've got a Project Server site. To get the WSS stuff hooked
in, I followed a procedure like the Sample database install - created a new
site in IIS, extended it with Sharepoint Central Administration, added a new
content database (the one I restored from the pilot). All looked OK. Into
PWA, Manage Sharepoint Services, put in the right URL for sites and got the
corresponding address for the Public Documents site. Select Save Changes and
got an error "The Project Server Public Documents site does not
Exist.....Please run Sharepoint Configuration Wizaed to create the public
documents site.

Ran WSSWIZ pointing to the new site (even tried with the -f option) and it
appeared to work (no errors on the log file).

Still got the same problem in PWA, Manage Sharepoint Services.

If I click on the address of the Public Documents site in PWA, I get the
message "The Web site that is referenced here is not in the configuration
database."

So..... How do I manually create a Public Documents Site?

Any other suggestions very welcome. I've also tried using the Sample
Database install program (prepared to give it my database names instead of
the sample) but obviously hit the problem that it stops dead with SQL SP4.

I've also tried reinstalling Project Server and pointing it to my existing
database and that also worked for the Project Server bit but left me with the
same WSS problems.

I've blown away WSS and Project Server and associated databases and done it
all from scratch. No joy.

I saw a hint on one post and even tried installing Project Server on C:
drive instead of D: but again no difference.

I'm severely frustrated.
