Don't believe any version of Publisher (and you didn't specify which version
you have) has any form of password protection similar to the weak password
system in Word. To prevent someone from modifying a document, print it as a
pdf file using a PDF printer (I use PrimoPDF which can be downloaded for
free from
http://www.primopdf.com/ . It can have security set up to prevent
printing or even viewing but depending on the PDF viewer used it may still
not be totally secure.
If a file can be viewed on a computer it can be copied in one form or
another so nothing is totally secure.
