Can I switch between server side and client-only rules in one prof

I am using Outlook 2003 as an exchange client and would like to have only the
emails sent only to me left in the Inbox and the rest to go to a different
server folder, my pda will only see the Inbox emails. Also, when I open
Outlook, I would like some client-only emails to run. Is there a way to
switch between using server side rules and client-only rules? I am assuming
that I can only use one or the other since I received a message stating that
fact when creating my account.

Also, if I am not going to be opening Outlook for some time, like say a
week, is there a way to keep the amount of email on the server from going
over 350 mb - does Autoarchive run while Outlook is closed?

You cannot designate a particular rule to run on the client or server. That's totally controlled by what conditions and actions you specify for the rule, and whether they are available on the server. See http://www.slipstick.com/rules/serverbased.htm

AutoArchive is a client function. It runs only when Outlook runs.

What I am really wondering is if there is a way to switch between the set of
server rules and the set of client-only rules. (If not, may be something
Microsoft could consider) Kinda like switching between using cached exchange
mode and not using it. I understand that rules created to move emails to a
pst are client-only rules. I created a rule to move all items to a new
server folder except ones address to only me or meeting invitations and
updates but it shows in the list of rules as client-only (but this is another
issue)
When creating a new exchange profile or reinstalling Outlook for some reason
and you have rules that are server-only and some that are client-only, it
gives a message to the affect that you can only use one or the other - not
both. So my ultimate question is, is there a way to switch from one to the
other - is there some checkbox somewhere that allows a person to do this?

No, because in Outlook 2003, all your rules live in the store, regardless of what kind of rules they are. You should never see that message to accept one set or another as you would have in earlier versons that maintained rules in a .rwz file.
