Can i use an Html file as a reply in outlook rules ?

Hi there,

In outlook express when i was using a rule to reply to a message in allowed
to use most files includeing html files but in microsoft outlook i can only
use a template which gives me limited options of composeing to e-mail it only
allows you to put basic text even in rich text mode you can't put pictures
is there a way of createing an outlook template to include pictures.
