can i use moving backgrounds with PowerPoint

I have many backgrounds that are more video fusion type things that i want to
use as motion backgrounds to move as the songs i use are being presented.
I've plugged them in and they will play but they override the words or
whatever it is i want in front of the motion background.

Unfortunately, Videos always play on top of everything else.
