Can not send attachments

I use Outlook 2003. Used to be able to attache photos for example and Outlook
would suggest 3 different sizes for the photo before sending. Now I can only
receive attachments, not send and if I attempt to do an insert of
attachement, Outlook will lockup/freeze. What do I do ??
