Can Office 2000 read Office 2003 files without problems?

Our firm is still on Office 2000 but one of the executives wants to move to
2003 - basically because of a need to upgrade Microsoft Query. Will those
users who remain on 2000 be able to read her Office files?

She basically wants to upgrade to 2003 because of Microsoft query. I am
assuming she would have to upgrade to the whole suite. As a result, all of
her files will be in 2003 while the rest of the firm is on 2000. So, they
would have to be able to read Word, Access, PP and Excel.
