Can Outlook appointments times be changed

Is there a way to make Outlook permanetly have 15 minute intervals for
appointments instead of 30 minute intervals?

Set the day view to 15 minute increments instead of 30 minute intervals.

How are you opening the appointment? If you use the New button and the month
view, its always 30 min.
