Cannot activate URL in Outlook message.

When I receive an HTML outlook message it comes in as plain text. When I
change it to HTML format, I cannot activate URLs it contains. All this used
to work fine! I cannot find Options for this type of stuff. I want the
message to appear in HTML format without my having to manually change it. I
then want to be able to activate links. Ideas?
