Cannot Copy to Folder from Public Folder Oulook 2003

How can you drag and drop or 'copy to folder' a message in
a Public Folder to another folder.

It appears that this only works with full user permissions
to the public folder (not advisable) or the Viewing Pane
is turned off .

Fault appears to be in Outlook 2003 with the viewing pane.
