Cannot create a subtask in Project Server 2003

Hi Guys,
Newbie here. I'm trying to create a task using Project Web Access but I
want it to be a subtask of the task I was assigned. In the question "What
outline level do you want to create the new task in", the option to make the
new task a subtask of, is grayed out. How can I enable that option? I have
administrator permissions for the server.

Are there summary tasks in the project that represent things like Phases and
Deliverables? If not, the option is grayed out, as you can only make the
new task a subtask of an existing summary task. Hope this helps.
