Cannot create an Outlook email account (Office Pro XP)

I have had to re-install Office Pro XP due to laptop overheating problems
causing Windows instability. At the moment, I have the following problems.
First, when I try to create an email account, I receive a dialogue box that
says, "The operation failed due to a registry or installation problem.
Restart Outlook and try again. If the problem persists, please reinstall."

I have done a repair reinstallation twice, and then uninstalled and
reinstalled office twice. Prior to the second full reinstallation, I deleted
all files in the temp folder, all Office files in Windows directories (Doc
and settings, application data, program files, etc.), and all office registry
entries, in order to get as clean an install as possible. No success.

Any suggestions as to the cause and the repair?

Second, every time I open an Office application, the windows installer
dialogue box starts, then disappears. Although this forum is for Outlook, MS
Access will not open, and every time I try, the windows installer dialogue
box opens and "installs" the application twice, even though the application
was installed with all features to run on my hard drive. Perhaps there's a
relation among malfunctions.
