Cannot modify existing public contacts

When I add a new contact from existing contact in our public contacts folder
I get an error trying to save the changes. It says "The item could not be
saved to this folder. The folder has been deleted or moved, or you do not
have permission. Do you want to save a copy of it in the default folder for
the item?"

I have Owner rights to the public folder. Can anyone help?
