Cannot Open Publisher 2002 file because of file access priviledges

Everytime I try to open a Publisher 2002 file I created last week, a dialog
window with the following error messages appears:

"The file C:\ ...\filename.pub cannot be opened. Access privileges have not
been given."

I don't recall setting any access privileges to this file. Any ideas on how
to open it?
