Cannot see GAL

I have just installed Exchange Server2003 on Windows2003 standard server.When I try to address a user in outlook2003 from the Global Address List is no one listed except the Administrator. If on the other hand select All users or all contacts I can see the relevant information. Any idea why I cannot see everyone in GAL?
