Cannot send email

Subject: Can receive just can't send email Error No. 0x800ccc0e

Outlook will not send my email. I am using Win 98 with Outlook 2000. I've
checked with my ISP to see that the pop and smtp info is correct and it is.
Keep getting the message Unable to connect to the server. Error Number
0x800ccc0e. Any ideas?
