Cannot send HTML messages in Outlook 2003

This may be a coincidence but since installing Windows SP2, Outlook will not
send messages as HTML. I have checked all the settings that I know about and
have sent test messages to myself from OE6 in HTML and they are fine. Any
views on this problem would be appreciated.
