Cannot send without re-starting Outlook 2007

Hello,
I have a couple issues with Outlook 2007.

One, I cannot send an e-mail without closing then re-opening outlook.

Two, I am still getting the "Data file did not close properly" Error. Then
of course it has to do a data file check. I have looked all over the place
and it seems like a lot of people are having this issue. I have tried
everything that I have read. Is there a fix for this yet that anyone knows of?
