Cannot use clipboard

Issue is that the way Office 2000 is set-up at my
workplace you must have the particular application (eg
Word) open on your desk top if you wish to copy something
from another application (eg Corel Draw).
If Word is open Copy & Paste works fine
If Word is not open and you copy something and then open
word there is nothing on the clipboard to paste.

I run Office 2000 (standard install) at home and I have no
issues at all. Our tech support people at work do not
know the resolution to my dilemma.

Can someone please advise what to do
