Can't connect to FTP clien

I am trying to save new files to my web site and I am getting an errorthat
says can not connect to the FTP server. In the past i have received this
error when I have not turned off my microsoft firewall prior to trying to
save new pages. When I open the security center it says that the firewall is
on. However when I click on the firewall link where you turn the firewall on
and off, it says that the firewall is off. So I am not sure if my firewall is
turned off or not. Any ideas?

Make sure you are "Not" trying to use "anonymous" login.

Thank you for the suggestion, but that is not the problem. Since posting
question, I have called my ISP that serves my web page, and they said they
are having problems. So until they get their issues fixed, I will not know
for sure if it is a firewall problem or if it is all on their end, which is
what I now suspect. Thank you for taking the time to try and help me, it is
much appreciated.
