Can't get sound menu to open. HTMLinlinesoundctl dialog bix opens.

I am trying to put a midi into a email. When I try to open the sound icon I
get object was created in HTMLinlinesoundCtl. THis application is not
available.
I have done this before but now it is unavailable to me. How can I access
my music and attach a midi.
