Can't install office updates

I'm attempting to install office updates for a person here
in the office and I'm getting the message:

"Your system settings prohibit you from installing Office
updates yourself"

I have logged the person out and logged in as me (with
adminstrator rights) and I am still not able install any
updates. I looked in the local security policy, as not
everyone on the domain is affected. I believe that a
policy may have been put in place by the last
administrator that was here.

Is there something specific that is prohibiting this
person from installing office updates. I really believe
it is something with the individual machine.

You might try adding the site "office.Microsoft.com" to the "Trusted Sites" for Internet
Explorer.

There is the option to prevent updates local to the machine.
From the run line type "gpedit.msc" and poke around in there.
There is an option to "Disable Windows Update"
