Can't master page numbering

I'm trying to number a publication and I'm stumped. I want to start page
numbering after the title page/TOC, but when I "insert section" the numbering
starts on the left-hand page, not the right-hand as is customary. I'n trying
to do a completely normal thing so I know I must be overlooking the obvious.

Turn off Two-Page Spread, insert the section at the appropriate page, then
turn on Two-Page Spread again.

View a one page spread, go to the page you want the numbering to begin, then do the
numbering.
