Can't open full trust InfoPath form sent to Outlook 2007

I have a full trust signed form that is sent in email for review. I used to
be able to dbl click the attachement and open the form (Outlook 2003).

In Outlook 2007 no attachment is there to open. It tries to open
automatically and fails because of security. Breaks large deployment of
mission critical forms.

Any ideas on how to disable Outlook automatically trying to open InfoPath
forms and just leave the attached form?

If I do a Save As for the form1.xml file and save it on my desktop, then open
it, then it works.
As a very short temp workaround, its doable, buts its been rejected by IT as
a support nightmare.
