can't open index page to edit

i am designing my site w/ fp 2003 and all my pages open for editing except
index.htm.
if i change the index page to a regular page it opens, but as soon as i
rename as the home page, it will not open. i get error message NOT RESPONDING
and it just hangs.

please help
