Can't open Outlook

When I try to open my Outlook 2000, it tries to reload the program. When I cancel the process the error message says, "Cannot start Microsoft Outlook. A required component is missing: OMINT.DLL Please instal Microsoft Office again.
I am out of the country (in Italy) and do not have the discs with me. Am I able to download what is missing?
