Cant reinstall my office xp.

I am having problems running my EXCEL program from my
intalled ,registered version of Office XP>
So I put in the cd and now I get a screen that says "The
Windows installer Service could not be accessed.This can
occure if you are running in safe mode or if the
installer is no correctly configure"
So now I cant use my Office XP cd.
What do I do?
Help

msiexec /unregister (enter)
and then type:
msiexec /regserver (enter)

At this point re-install Office.
