Can't save icon to Quick Launch

I'm trying to save an icon to by Quick Launch. Currently there is nothing in
my quick launch menu. I have checked it on the toolbar and it appears. I am
able to move it around. I'm not able to drag and drop a shortcut icon to the
quick launch menu. I was able to setup and add icons to three other machines
in my company. I'm also able to add shortcuts on my machine. My main
profile was been deleted resently by IT and this caused my quick launch
settings to dissappear. I was able to drag and drop prior to my profile
being deleted. I understand that I have to set up my user profile again, but
I don't understand what I need to do to make it work. I have contacted my IT
department and they are stumped.
