Can't "send and receive all" Outlook 2002

When using the toolbar to "send and receive all" i
receive the message "operation failed". When I tried to
open the send and receive dialogue box under "options", I
receive the same message.

I can go through under the tools and send and receive
each separate account, any ideas as to why I can't do
them all in one transaction?
