Can't send new message in Outlook

When I click the button to send a new message, it tells me that another dialog box is already open. I found the problem, just don't know the solution. The reason for it doing that is because when I open Outlook, for a split second, the window pops up that usually shows when you open outlook for the first time and it asks for your name and initials but then it disappears. If I move the outlook window out of the way, nothing is behind outlook and when i click minimize all, it still isn't shown. How do I fix this?

Try starting Word or Excel instead and see if the dialogue appears. If so,
fill it in and it shouldn't reappear for Outlook.
