Can't set macro security

Need help with Outlook 2002. I'm unable to reset macro security settings in
OL2002 at all (currently set to Low). When I click on Tools/Macro and then
try to select ANY of the choices (Macros, Security, Visual Basic
Editor)...nothing happens. No dialog box, no error, nothing. This just
started in the last week. I'm not running Exchange, I'm using XP Pro, and
all other funtions of Outlook are OK. I am not having this problem in any
other Office application.

Any help is appreciated!!
