Can't Update TOC in Protected Document

When I protect a document or portions of it, I cannot update the TOC (unless
I unprotect the document first). Oddly enough, the lists of tables and
figures update just fine even when the document is in a protected state, but
the TOC won't update until I remove protection. Any ideas/workarounds? Thanx!

Surround the TOC with section breaks, then do not specify protection for the
section containing the TOC.
