"Change" list and menu item in PWA 2003

I take advantage of the Issues and Risks lists and menu items in PWA 2003.
I'd like to setup the same type of list and menu item for project Changes.
Has anyone done this....and what steps would you recommend?

I know how to create a Sharepoint list for Changes. That's all that's
"required" for me to do.....but I'd like to integrate a Change list with PWA.

I know how to create a new top level menu for Changes in PWA...and I know
how to create web parts.

I don't know how to create the Change menu functionality that's similar to
the Risks menu and Issues menu functionality. I know MS Project 2003, PWA
2003, and Sharepoint fairly well, I'm curious and adventurous, and I have a
nice test environment. I'm not really a developer. Is this something that I
could complete with some guidance or is this simply over my head? What would
I need to research and learn in the SDK or other?
