change of address automation

I am hoping to find out for a friend how he might be able
to check his mailing list against a piece of software /
database that will verify his addresses and kick back
changes in address or bad addresses.

He only does a mailing once in a while, and needs to keep
his costs down. Are there any solutions out there for him?
