Changes to custom template don't "stick"

I keep modifying outline headings in my customized template to get rid of the
handing indent, but no matter how many times I modify the style, I can't get
the changes I make to "stick" - I keeping seeing the hanging indent!

Formatting of numbered paragraphs is controlled, to some extent by the list
templates rather than the style.

Possibly the hanging indent is coming from the Numbering rather than the
Paragraph dialog?
