Thanks for the response, but while that does work on selected text in
Word, it doesn't seem to work in a text box, such as one must use in
Publisher or PPT.

fact is that Word is Word and Publisher is Publisher. Publisher can do
some pretty neat stuff that Word can't. ;-)
What you could do is to select the text in Publisher, Edit - Edit Story in
Microsoft Word - select the text in Word and use Shift+F3. Close Word and
the text is in whatever case you selected in Word.
