Changing colors of text with functions

I have 2 columns of numbers. What I am trying to accomplish is if the number in the column on the right is higher then the number in the column directly to the left, it should be green. If it is lower, it should be red. If it is the same, it should be black.

Does anyone know how to change text colors with the IF function?
