In Project2007 I would start with the Earned Value Over Time Report.
Your alternative would be using Analyze Time Scaled Data in Excel from the
Analysis toolbar (available in P2003). %Complete may need to be calculated
with a formula in Excel.
In P2007, you can develop a custom report (Reports/Visual Reports/New...)
using the Task Summary Data and then pick %Complete from the Field Picker. A
privot table can time scale the data as well.
