checkbox on the security tab unavailable

Hi,

i'm using outlook express 6. from couple weeks the
checkbox "block attachments that may potentially contain
virsues" on the security tab is unavailable (is grey), so
i can't save lots of attachments. How can i make the
option available again, so i could uncheck the box?
(i'm using win xp with sp1)
