Clip Gallery unable to access clip category

In Publisher 2000 when I go to Insert, Clip Art...
I get this error message:

"Clip Gallergy was unable to access a clip category.
This could be due to a problem with a network resource or
a removable storage device. Check all connections and
try again."

I have Win XP. I have downloaded the upgrade for
Publisher 2000. It will not open the Clip Gallery. Can
anyone help? I need a solution.

Mary, thank you... I did what you said in IE, tool, Int Option, Delete files... it did not resolve the problem. (I tried doing that the other day also because I saw that might be the fix. It didn't resolve it. I had recently downloaded an update to Windows XP. Could that have caused this error? Reminding you of the problem: In Publisher when I go to Insert, Clip Art... I get this error message: "Clip Gallergy was unable to access a clip category. This could be due to a problem with a network resource or a removable storage device. Check all connections and try again."
