There is a button on the "Toolbox" toolbar with a magic wand icon. That
toggles on and off the wizards for new controls. You lost likely turned it
off by mistake.
on the toolbox in form design there is a wand next to the mouse pointer,
this turns the wizard on and off. Make sure you have not clicked this
accidentally.
Failing that you may need to reinstall access.
