Why am I getting this error?

I have MS Office 2010 Professional Plus. It has worked great for years, but starting last week, when I double-click a .xlsx file, I see the error ‘There was a problem sending the command to the program.’ Note that this problem started after 22 Sep 2021 when the following updates were applied:
