Is it possible to insert a comment in a text box on PowerPoint?
I know you can do it on excel when you want to add a comment to a cell but can you do it to a text box on PowerPoint?

You cannot enter a comment within a text box but you can insert a comment
shape on the slide.

It sounds like that is the User Name that you have set in Tools > Options >
General. Change it to Angela and then insert a comment and you should see your
name instead.

Is it possible to change the default setting of a comment in PowerPoint? For
example, everytime I click insert comment it say Standard Integrated Desktop
6.0. Is there a way to change this to something different so everytime I insert
a comment it says something else?

See what you have typed in under Tools/Options/General. That's where the
"author" comes from for the comment text.
