Common Client User Session Errors

Does anyone know how to fix possible problems with common
client user session? If I restart my computer, Outlook
will allow me to recieve messages ONE time, then I get an
error popup that says Common Client User Session and a
bunch of stuff I don't understand. then after that I cant
receive email or send it - it always says "unable to
connect to incoming/outgoing servers" unless I restart
again?
