Is there a way, once stationery is created in Word, that a logo (inserted as
a picture) and an inside address (inserted as a text box) be locked so that
no changes can be made to those items.

It depends on how determined users are to change them. If you just want to
prevent against accidental deletion or repositioning, anchoring them to the
header usually suffices. See
