Compare and Merge Worksheets / workbooks

Can worksheets be compared and merged? If so, how. I have
put the sheets in a folder together, highlighted the cells
to compare and merge, but from the tools dropdown, Compare
and Merge is grayed out. I think I must be missing a step.
Can anyone help me?
